Hi, I’m Rob. It’s been my privilege to represent Middle Harbour Ward on Willoughby Council since December 2021.

During this time, I’ve worked closely with Mayor Tanya Taylor and fellow councillors to put our community first. I’ve been connecting with many of you, hearing your stories, understanding the challenges and aspirations we share as a community. These interactions shape my work at Council, ensuring your voices are heard and action is taken.

Meet the Team

  • Rob Samuel


    Rob has been representing Middle Harbour Ward on Willoughby Council since being elected with Mayor Tanya Taylor in December 2021.

    Rob has lived in Roseville for most of his life and it is where he has chosen to raise his family. Rob has a professional services business run from Willoughby and his wife works as a physician in the health service locally and across the State.

    Rob’s involvement in our community is as a Willoughby Councillor, and as a community volunteer and participant. He is a regular at Parkrun Willoughby and member of the Rambling Roos Touch Football Team. In the past he has been Co-President of Chatswood Junior Rugby, Scouts Secretary, Girls Rugby Manager and a frequent sausage sizzle volunteer.

    Rob’s business, Postillion, advises for-purpose organisations on making great choices with technology, strategy and policy. With formal qualifications in accounting and finance, he is an elected member representative on the Australian Information Industry Association advocating for Australian technology businesses with the Australian and New South Wales Governments.

  • Stephanie Spencer

    Stephanie Spencer


    Stephanie has lived on the lower north shore for 14 years with her husband Graeme and their two children. English-born, she became an Australian citizen in 2021 and is passionate about her adopted country.

    Steph has had a long career in banking and has always enjoyed giving back to the community - volunteering at Willoughby Public School and 1st Sailors Bay Sea Scouts where her children attended.

    Steph is particularly passionate about sustainable change through a responsible, approachable local government and brings a pragmatic approach to the team.

  • Olivia Huang


    Olivia has chosen the Lower North Shore as her home for her extended family. She is passionate about leveraging her love for community engagement to drive positive outcomes in her area. With a long career in education, Olivia has always found joy in giving back through volunteer roles at Roseville Public School and 1st Sailors Bay Sea Scouts, where her children are actively involved.

    Olivia is dedicated to fostering a supportive and enriching environment for young learners. She promotes multiculturalism and inclusivity, aiming to create opportunities for effective communication and collaboration so that every voice is heard and valued within the community.

  • Diana Brown


    Diana has lived in Willoughby for the past 19 years with her husband Denis and their four children. As a family they have loved being part of the Willoughby community with all four children attending Willoughby Public School, participating in local sporting groups, local scouts, working in local businesses and regularly enjoying the local parks and stunning bush walks.

    Diana has been President of Northern Sydney & Beaches Hockey Association, actively working to secure hockey facilities for the north shore community and is regularly seen running hockey activities and competitions at the multi-sport courts at the Willis Recreation Centre.

    Diana is passionate about creating an active, healthy and connected community and achieving outcomes for the greater good.
